WoW Forever Enhance Shaman Leveling Guide 1–60: Talents, Combat Loop and Totems

By GameTidings

Enhancement Shaman leveling in World of Warcraft: Forever from 1 to 60. Talent milestones through Stormstrike, Windfury and Rage of the Farseer, a mana-safe combat loop, gear priority and totem quests. Researched November 5, 2026.

World of Warcraft: Forever is Blizzard's permanent level 1–60 branch of WoW, live since November 4, 2026 (3:00 p.m. PST). It runs alongside modern WoW and Classic, uses the original continents with new zones and more than 1,000 new quests, and is included with an active WoW subscription or Game Time.

This guide is an Enhancement Shaman leveling overview for the 1–60 climb: why Enhance is the solo default, the talent milestones most guides agree on, a mana-safe combat loop, gear priorities and the totem quests you should not skip. Talent trees are still being tuned after launch — treat the point order as a launch-week plan (researched November 5, 2026) and recheck after the next patch.

For install times and system requirements, see our WoW Forever release guide.

Forever basics that affect leveling

  • Permanent mode. Forever is a standing product, not a timed season. Progress sits next to retail and Classic.
  • Rulesets, not classic realm lists. You pick Normal, PvP, Roleplay or Roleplay-PvP (Hardcore comes later).
  • Experience presets. First login asks for Classic or Enhanced UI/visual defaults; you can change the individual options later.
  • New race option for Shaman. Horde-aligned Skyborne (Windshaper) can be Shaman and start on Zephras Isle (1–12). Dwarf Shaman is also newly available on Alliance. Skyborne access needs the Skyborne Heroic Pack or higher.
  • Legacy System. Account-wide horizontal progression (challenges, perks, rewards). Alts help but are not required.

Why level as Enhancement

Enhancement is the default solo leveler for Shaman in Forever. Your weapon does most of the killing, shocks fill gaps, and mana is spent on shocks, a shield and self-heals rather than every cast. There is no dual wield while leveling in the current build — run a slow two-hander.

Talent milestones (Enhancement)

Most guides agree on the Enhance core below. Exact filler order after that core can differ — launch guides disagree on deep mana tools versus a small Elemental finish — so treat the spikes as the shared anchors, not a single exported tree:

LevelTakeWhy
10–14Thundering Strikes 5/5Crit for attacks and spells
15–17Mental Dexterity 3/3Intellect converts to Attack Power
20Shamanistic FocusShock mana cost −45%
21–23Elemental Weapons 3/3Stronger weapon imbues (including later Windfury)
25StormstrikeYour main strike
26–30Flurry, then Improved StormstrikeAttack-speed windows; in-combat mana from Improved Stormstrike
30Train Windfury WeaponBiggest weapon-imbue jump of the leveling curve
33–40Mental Quickness → Maelstrom Weapon → Rage of the FarseerInstant free Lightning Bolt at 5 Maelstrom stacks; first big offensive cooldown at 40

After the Enhance core, most launch guides spend points on mana tools such as Ancestral Knowledge, Mindfulness and Water Shield, then finish with a small Elemental investment (Concussion or Elemental Focus, depending on the guide). If a patch rearranges the deep rows, keep Stormstrike, Improved Stormstrike, Windfury Weapon and Rage of the Farseer as your anchors.

Optional early detour. Some guides take Restoration points for Mindfulness / Water Shield before finishing deep Enhancement. That trades peak damage for fewer drink breaks. Either path is valid; pick based on how often you run dry.

Combat loop

Before the pull

  1. Keep a weapon imbue up: Rockbiter Weapon before 30, Windfury Weapon from 30.
  2. Refresh Lightning Shield (or Water Shield once you have it) between pulls.
  3. Drop the totems you actually need for the pull.

In combat

  1. Stormstrike on cooldown once you have it; react to Improved Stormstrike resets.
  2. At 5 Maelstrom Weapon stacks, dump a max-rank Lightning Bolt.
  3. Save Rage of the Farseer for elites, named quest targets or bad pulls.
  4. When mana is low and the mob is nearly dead, stop casting and auto-attack — Spirit mana regen resumes 5 seconds after your last spend.

Stat and gear priority while leveling

  1. Weapon DPS on a slow two-hander. Stormstrike and Windfury both scale with the swing.
  2. Intellect once Mental Dexterity is online — mana and Attack Power together.
  3. Strength, then Spirit for regen comfort.
  4. Agility and Stamina as filler. Spell Power is a nice bonus on shocks, not a reason to wear a soft weapon.

Wear leather until mail at 40. Visit weapon trainers early so two-handed maces and axes are usable. Keep spell ranks updated at class trainers every couple of levels.

Dungeon and quest weapons worth knowing by name (mid-level examples that appear across guides): Smite's Mighty Hammer (Deadmines) and Corpsemaker (Razorfen Kraul). Exact best-in-slot lists shift with hotfixes — replace the stick whenever the new one is clearly slower and higher DPS.

Totem quests (do these on time)

A totem spell will not cast without its totem item in your bags.

LevelTotemNotes
4EarthStarting-zone chain (Skyborne, Orc/Troll, Tauren and Dwarf each have their own turn-ins)
10FireClassic Horde chain via the Barrens / Durotar; Skyborne finish it on Zephras Isle; Dwarf has a Dun Morogh–Loch Modan chain
20WaterLong travel chain — budget real time for it
30AirHorde Call of Air still routes through Thousand Needles; confirm the Alliance starter before you count on air totems

Campfires

Forever includes a camping system. Watch for other players' campfires — sitting nearby can grant hour-long profession buffs.

Patch caveat

Forever launched on November 4, 2026. Launch-week hotfixes can move talent costs, weapon drops and dungeon level bands. If a trainer tooltip disagrees with this page, trust the client. The embedded video walks talents, rotation, stats, consumables and professions in more depth if you want a full watch alongside your first character.
